What is an Item Upgrader in Pokemon Go?

Costs
There are a few costs related to upgrades of items. The first is the upgrade itself. This cost can be expensive and is contingent on the new level of the item as well as the number of perks it receives. It can also be costly to upgrade an item to a higher tier (such as Explorer > Champion or Veteran > Heroic).
The other is the cost of the items required for an upgrade. The items used are usually either Power Dices (dropped by monsters 21+) or Minerals and Erons (obtainable by completing certain Mists of Pandaria or Warlords of Draenor quests). These materials are available in the inventory of an Upgrade Vendor.
It takes time to upgrade an item. Depending on the size of the upgrade, it could take anywhere from 8 to 12 hours. In rare instances, the upgrade will only replace the highest-costing perks. Success Rate

It is similar to the luck bonus that some items have however it is more reliable. This can be added to any weapon or armor and can be used three times.
You can also add other materials to the upgrade to increase its chances of success. They are displayed in a window that is above the + button. However, there are limitations to this, and the maximum amount of material that can be added is displayed just above the + button in the user interface.
A Blacksmith Blessing or an upgraded version can be used to increase the odds of an upgrade being successful. This item can be helpful if your weapon or piece is close to or has reached the maximum level of its tier. This item lets you upgrade the equipment to the next level without risking its breaking.
If an upgrade is unsuccessful it will be restored to its original state. This is often a downgrade, but can also be an upgrade. You should save an upgrade until you reach the maximum level of an item.

You can boost your chances of success by upgrading equipment repeatedly using HD Oridecon and HD Elunium.
